Don’t you have to own your ground before you can develop it ?

 

Yes you do - but even if you DO own it, you may not be able to develop it - for instance - there may be £7M worth of ex-director loans with a negaive pledge that would require either their permission or all loans to be re-paid or written off before such development took place!!

 

The question seems academic in your case...what with Lewisham Council
