I think for that particular one the account might well be paraphrasing what he actually said. That or I have heard some political commentators recently who have also been caught out by this account

Nearly a quarter are not hiring, with 16% of those polled freezing pay or offering below inflation rises. Some practices have seen bills rocket sixfold since last winter. Doctors last night blasted the lack of support from Government – and said GP services risked collapse. GP partners are leaving the NHS in droves with numbers down 11% in three years. Latest figures show there are around 17,000 GP partners in England running some 6,500 practices. I suspect that the government's method of counting consists of identifying all those 'new' GPs, and conveniently ignoring all the GPs who have retired, or otherwise removed themselves from active working
Oh yes. Like every other service such as nurses and police. I have never understood why journalists don’t have that information on hand so they can immediately refute the claims.
