Serbia is a strange country with a very troubled recent history. I think it may be a number of years before they achieve a civilised and accepting society, IMO. Nowt FIFA do will make a difference.
They'll have to do something soon when they play Croatia in their World Cup qualifiers. Even if it was a behind closed doors match i'd expect hooligans from both sides to travel just for the scrap.
