You can stutter your run up as much as you want, you just aren't allowed to kid on you are going to shoot and don't actually kick the ball, so to answer your question, what he does is perfectly legal

They got rid of that goalkeeper rule ****ing years ago. As for the stuttering run-up, I think it is applied in the same manner as the rule that states the keeper must not come off his line before the the ball is struck, ie. not at all.
Monaco got it spot on. You can fanny about in your run up all you want, but you can not feint when about to kick the ball As for the goalkeeper, it will only be retaken if the penalty is missed and the keeper is about 4 yards off the line. Any less than that and the ref isn't interested. The keeper doesn't need to dive along the line, he can jump as far out the way as well once it's kicked.
