There's been a League rule in L1 and L2 about what % of turnover you can spend on wages for a while so I don't know what the change would be. I wonder if they've finally laid out the penalties for breaching it (nobody has actually been punished for breaking it yet even though clubs have), or I suppose the turnover could have dropped. Unless it's to do with the new Fair Play rules. Their chairman has been working on the policy that he'll donate the transfer fees so long as the club can afford the wages, which he won't be allowed to do next year as that kind of investment won't be counted towards turnover where he might have been getting it to previously.
