Yeah, its more to do with how clever the legal teams are than anything else. Man City are a good example of making the system not really work.
This is just about overdue payments, the "break even" bit of FPPP does not start until next season. Atletico Madrid are a bit tight on cash since they signed Falcao for €40m. So once these clubs get back up to date they will get their prize money, bannings from Europe and so on are a long way off yet.
Just found this which is interesting (may have already been posted). Southampton spent the 7th highest amount in the Summer, and in net transfer expenditure 4th. But I reckon in wage spend, we are bottom six. Interesting that we paid 880K for Davis...that's what comes of buying in a fire sale, though admittedly we paid Rangers up front rather than try for a free.
