Nah, the Chinese Government throws a lot of resources at it and is failing miserably. In Singapore there are ISPs who sell a US VPN as part of their broadband package, to quite obviously get around the Singapore Government's ban on porn and gambling.
The problem is actually discerning the naughty stuff. They can't just block know sites - they'll change their IP addresses. So what they going to do? Examine content in transit looking for pornographic images/videos? Good luck with that. Not workable technically never mind the huge cost of implementing an attempt at it. Controlling content on the internet could be done. But it would mean changing the way the internet works and enforcing some kind of digitally certificated licencing scheme upon every machine connected to the internet. This would be the end of freedom of speech on the internet. Governments would now control it. Which, let's face it, is what they're really trying to do. In the meantime to protect yer kids the only reasonably effective way to do it is to be in control of them and what they access. Basically, looking over their shoulder the whole time. There's plenty of net nanny software out there ye can install that is supposed to restrict what they access but it doesn't work very well and kids become quickly adept at bypassing it.
