Exactly. This is different to the Hooper deal in that Birmingham need to sell whereas Celtic are unwilling.
The thing is we may need this deal to go through to allow us to know how much exactly we can put down for Hooper
Transfermarkt value Barnett at £1.8m, Davies at £3.1m. Seeing as Birmingham need to sell, I don't think the usual guidelines of doubling the prices are relevant. £1.5-2.0m + Barnett would be very fair.
