    Bury St Edmunds has a Cathedral and yet it is classed as a Town! Go figure!

    That's because the Cathedral hasn't been completely built. When it is it could apply for letters patent and become a city.

    Yeah the criteria for being promoted to a city don't include being the county's administrative centre, so Bury could be promoted ahead of Ipswich because a cathedral counts for more.
