I'm surprised windows that high up open. I thought most rooms were air conditioned controlled these days.To travel this far for that to happen is so sad.
Pretty sure modern building regs state that every floor above ground has to have a window opening to accommodate a full sized adult for extraction in case of fire.
I'm sure I've been in plenty of places where windows don't open. So I did a quick search of google, if they open they are supposed to have window restrictors. Somewhere like a Prem Inn have a limit of 2-3 inches - not sure about Prem Inn but it says in some hotels an over-riding key can be engaged (from reception), where you take personal responsibility at that point.
And that said i have a son and daughter who have both had new windows fitted in the last 6 years who were both denied their first choice because they were told at least one upstairs window had to open wide enough to allow an adult to fit through. Both used different window suppliers.

I think as I said they have to have window restrictors, maybe that's what they had. If you request the restrictor to be removed, you take liability away from the hotel. In your own home there is no liability. I would say an hotel that is looking after a 5 year old child, on the ninth floor, would be expected to have a window restrictor from a HSE point of view.
Yeah, just answered you and restrictors are covered in that. Still have to have the capability of of opening to allow escape though. Like you mentioned, should be a choice of guests in rented accommodation but should have the means to reverse it if needed.
Surely though if you have to request the unlocking key from reception, you've already defeated the fire escape element of the window being able to open, which should be allowing you to escape under the regulations you highlighted. Certainly seems a grey area of regs.
Can't say I've ever seen in a key in a room to open a window. Albeit I weren't exactly looking for one.
Not saying they are there, just should be. Excuse me sir but i have to point out that the window restrictor key is on the top shelf of the wardrobe cupboard
Last hotel I stayed in the windows opened about 6 inches, but then had a removable seal that would open it fully in case of emergency. Probably the most boring thing I’ve ever typed, but hope it helps.
