Fully autonomous cars will be held back by the massive manufacturer liabilities. The technology already exists, and is being trialled, but it'll be a long while yet before these aids convert to a car that's marketed as being truly 'driverless'.

If road signs, roundabouts, traffic lights were the only issues, you may have a point, but I hadn't even considered them when talking about infrastructure. You would need a whole new infrastructure to support autonomous vehicles, including vast real time improvements to things like GPS. Some areas of the country are still not able to receive a stable internet connection, so sending and receiving signals from vehicles could be a challenge. You have already said how will they interact with non autonomous vehicles, which is another completely different set of challenges. Do we even have a road network that could support autonomous vehicles. It's alright being able to drive 200 miles on a main road or motorway, but if you can't travel the last half mile home, it kind of defeats the objective?
You've also got to ask why the large car manufacturers are not really sinking the resources into fully autonomous vehicles. Driver aids yes, especially if they can be shown to improve safety. Companies like Tesla may be ahead of their time, but so were many others (over the years) who are no longer in existence. I've no doubt it will finally come, but it will be a slow process over many decades.
Finally the most important point, is that people have got to want it. I'm not seeing a move towards this, in the same way as other technologies are being pushed to advance.

Large car manufacturers are massively involved.
Ford, BMW and others have announced they will have autonomous cars within 5 years.

GPS will not be the sole navigation of choice at ground level, they already use a cross reference of 3D maps with GPS information. The next step will be communication between vehicles.

The biggest bang will come from the likes of UBER, public transport and delivery companies, not personal drivers. If they can negate the cost of a driver then they benefit their companies.

Car sharing is the other big growth expected

I haven't read too much other than conceptual ideas from BMW, Ford etc will be available in 5 years. As the basic technology exists today, that not really a great achievement. They are also developing alternative fuel engines and drive trains, for future advancements?
GPS was used as a indication that we do not currently have stable communication platforms. Formula 1 technology uses a whole raft of data transfer protocols for two way data transfer, and they still have issues with communication. Manufacturing uses a whole host of communication devices on AGV's but they still end up in walls from time to time!!
You are quoting users such as UBER and delivery companies, who employees are generally self employed. Who will pick up the cost for this investment? UBER doesn't own any cars and a lot of delivery drivers own the vehicle too?
You still keep trying to ignore the infrastructure question. Who will pay for the massive changes to infrastructure needed? I joked about the "pot holes", but what about the roads around some towns and cities (ignoring villages). They are not designed for autonomous traffic, some have barely improved from the Victorian times. How are two vehicles going to share a single country lane, who will pull in to the side to allow the other to pass?
