Spurs have underperformed on league titles for sure. But we've consistently won other trophies over many years. No English club can match our record of having won a major trophy in each complete decade since the war for example.

Chelsea are the only club in the UK to have won every single major trophy possible (League title, FA Cup, League Cup, Champions League, Cup winners Cup, Europey League) And one of only 4 clubs in Europe to have done it. The other three being Juventus, Bayern Munich and Ajax, having won all three UEFA trophies and their FA's equivalents of the PL, FA Cup and League cup)

As could Arsenal and Spurs who each both need a Champions League win to complete the set. Liverpool are, unfortunately, never going to be able to enter, as the one trophy they are missing, the Cup Winners' Cup, is now defunct.

Well if you only count the League, FA Cup, League Cup (since all top division clubs entered) and the main UEFA competitions the table looks like this (from current clubs in the PL): Liverpool 41 Man U 40 Arsenal 29 Chelsea 20 Spurs 17 Everton 15 Man C 14 Spurs have won trophies in 8 different decades including the last six complete ones. No-one else has been that consistent.
