    They certainly will be, I know this for certain as I work in this area!

    The clubs safety officer regularly briefs emergency services on attendance numbers so they can provide adequate cover. This started post Bradford fire for the fire service, and has been on going for years with the police. Liquor licencing can ask for you to provide numbers of peple visiting the venue, and what safety measures are in place. H&S may ask any the club at any time how many people it had in the ground and what safety measures where in place, if they can't provide accurate information then the grounds safety certificate can be revoked and stadium shut.

    Your right in that the plans will always cover a full ground senario, however resources will only be given to an assessed threat. For example the police and ambulance will plan to have X amount of staff at or near the ground if it was to be full, however if information and intelligence suggests that that the crowd my be say 75% of this, emergency services may scale back their deployed resources. Alternatively information and intelligence may indicate an even smaller attendance 50%, but the risk level may be higher (say leeds in League cup first round), therefore additional resources would be provided.

    2,500 people don't turn up every week despite having a ticket? Bollocks.

    They announce tickets sold on the day rather than actual attendance, and put actual attendance rather than tickets sold in the accounts. Why on earth would you do it that way around? What an absurd set of things they want us to believe. More lies as ever.

    It isn't just Vity. Look at the empty seats at Old Trafford, The Emirates and The Etihad even though capacity crowds are announced.
    A couple of seasons ago the police announced the figures that went through the turnstiles, which they get to anticipate requirements for future games. There were no spare tickets for any game, and every attendance was shown as a 75,000 sell-out but the highest number in the stadium for a league game was Liverpool with 72,000 and the lowest was 58,000 for the game against Southampton The highest attendance was a sell out for a Chamoions League game, for which there is a restricted capacity, of 74,100.

    Been wheeled out to do Ehaw's job : talk up the club to get the missing thousands back.
    This is the type of **** that wore SB down so much: managing upwards and being club spokesman/apologist instead of team manager.
    There is some teflon-coated arsehole at the club who:
    - couldn't manage Nigel Pearson
    -couldn't manage Nick Barmby
    -couldn't manage the council
    -couldn't manage the fans
    -couldn't manage the media
    -couldn't manage Steve Bruce
    - couldn't manage negotiations with buyers of the club.
    The outcome is always the same. Acrimonious failure. What is the common factor?
    Who is the serial **** who would not get a job stacking shelves in the real world but who is protected by familial ties and gets to keep his job despite his systematic failures?
    Surely his old man can see what a weaselly incompetent snivelling King Midas In Reverse his son is?
    Every one else can.

    I'm afraid as your comment has absolutely nothing to do with my comment I can't really answer your question. I'm all for being able to pay at the turnstiles when there are tickets available.
