They don't have to spend their money, just as they haven't during their entire tenure. However, if this clubs gets relegated, or looks like its going to get relegated then its value drops immensely. So if a sale isn't imminent then its in their best interests to invest in the squad to maintain the clubs market value. If they did this through loans, as they have done for years, they would recoup the money when the sale went through anyway.
