The message is that he is prepared to use whatever means to ensure democracy doesn't take place. In exactly the same way Tories today prevented the pardon of men convicted due to their sexuality by timing out a vote through philiblustering.

Something Mr Mogg uses regularly to prevent legislation he is opposed to.

I skimmed through it. It was his usual style of portraying the EU as some super state who inflicted much pain on the poor old UK, through hideous ideals like H&S legislation and banning poisonous crop sprays.
