It was open to the people that mattered, this was about the TUE's which had been approved by the cycling authorities. All these Russian's have done is release data which WADA already knew about and had approved. In fact according to them the details that the Russians did release have been tampered with, as they didn't match the records WADA held.

And? Every one of those exemptions was signed off by the UCI. The rest is just the typical story mongering. I have no doubt the timing was suspicious as he most likely did seek a benefit from them. But it was done legally. Even if cynical, it was within all rules. The real issue here is the medial expert signing them off and whether they were objective and correctly ascertained a medical history of Allergy and asthma which would be on record. If they did there is no argument on cheating and maybe one on if the rules are rigorous enough. Plenty of riders have had steroids for saddle sores. Is that cheating?
