    First one ever that I can recall hearing about was in Northampton and he was finally 'unmasked' 3 years ago tomorrow <yikes>
    The rest of the UK is painfully slow to catch on if they've had three years to 'practice'!
    I agree, though, it is and can be very disconcerting and scary for kids, lone women and the elderly and frail.
