    Civil servants advise ministers. Each minister has a team of civil servants who have the intellect and time to research specific matters and advise the minister on policies. Do you think that MPs suddenly become experts on a sector simply because they are appointed as the minister for it? Your grasp of how politics and government works is incredibly limp.

    No wonder the Sensible Party is in such disarray.

    As @steveninaster1 has pointed out. Ministers will rubber stamp the work and take the credit (or pass the buck if it goes tits up)
    The bulk of the work and decision making will be done by accountants advising civil servants (the ones with no experience of complex trade negotiations)

    I can't think why they are employing KMPG, Deloitte though ? 'They only cost us £100k per day, but they sure do make a nice cuppa'

    I haven't said that have I pete ? Read the last few comments. Ministers will rubber stamp the work, but the trade negotiations will be undertaken by contracted lawyers and accountants advising civil servants 'with no experience of complex trade negotiations'

    The relationship between ministers, civil servants and private contractors is something I have a very good knowledge of considering that I represent my company at the government's software suppliers meeting in London every month.
