It was a joke sequence of play and Madley's a poor, poor ref. Long was fouled by Monreal, Arsenal break, get a corner and then Koscielny goes down with a head injury. Forster spent about 10 seconds trying to highlight the injury, which the ref ignored. He then gives a very soft penalty, while the defender's still lying prone in the box. Awful.
I definitely thought it was a foul at the other end on long like you say. I was looking purely at the penalty decision itself but it shouldn't have got that far
The only bit he got right was that it was a foul on Giroud. But yes he should have blown up previously for the foul on long and the injury to koscielny.
I think that was the clearest sign Madely was itching to give them a pen. Fair enough maybe the pen was a grey area, for me you can't be giving a pen for that and I'd be willing to put the house on that it wouldn't have been given down the other end but maybe you can argue the other way. Head injury rules are however black and white, there is no advantage, you stop the game and this was introduced on the recommendation of top neuroscientists for the safety of the players.
