Yes it helped but the main change was the rise of a group of talented cyclists at the same time then lottery funding which rewded success with more dosh. Which led to the slightly bizarre situation that cycling gets almost as much sports funding as athletics when it has such a vastly smaller number of funded athletes competing in far far fewer events
oh on the Manchester Velodrome the GB squad spend at least as much time training at the Newport velodrome (which existed prior to the Manchester commonwealth games) and to prove it that is where the squad training camp prior to Rio was based

Gotta to give all the credit to Fiji, they're amazing really. It'll also be their first ever medal (of any colour) so congrats to them, clearly the best team in the tournament.
