To me he plays right wing, form a defence position, he is like PVA but on the right, I like him very much. I would pay £21m no bother, as he has done it in Spain and Europe.

We won't pay 21m for anybody imo. Therefore I'm predicting it's an agent trying to get his client an English club.
Injured for most of last season which I presume is why his value has fallen from the daft money Liverpool were going to fork out for him.
