    Having a crackdown. Well on paper at least.




    Premier League football, and the wider game in England, is known for being competitive and compelling, but also for its fairness and for being played in the right spirit.

    However, the English football authorities have noticed over the past four seasons that intolerable behaviour by players and managers in their competitions have reached unacceptable levels in certain areas.

    Therefore the Premier League, EFL and The FA have announced a collective undertaking to improve behaviour across the game.

    When players surround the referee, a yellow card for at least one will be issued
    Their undertaking will task the Professional Game Match Officials (PGMO) to take a stronger position and action towards unacceptable participant conduct.

    This will focus on behaviour towards match officials, with the aim of reducing disrespectful conduct such as aggressively challenging decisions or running from distance to confront an official.

    The PGMO will apply the Laws of the Game to manage rigorously the following incidents of bad behaviour with the following sanctions.

    Dissent towards match officials

    Yellow cards will be issued to players who:

    • Show visibly disrespectful behaviour to any match official
    • Respond aggressively to decisions
    • Confront an official face to face
    • Run towards an official to contest a decision
    Offensive, insulting or abusive language and/or gestures towards match officials

    Red cards will be issued to players who confront match officials and use offensive, insulting or abusive language and/or gestures towards them.

    Physical contact with match officials

    • A yellow card for physical contact with any match official in a non-aggressive manner (e.g. an inquisitive approach to grab the official’s attention).
    • A red card for physical contact with match officials in an aggressive or confrontational manner.
    Surrounding match officials

    • A yellow card for at least one player when two or more from a team surround a match official.
    • The FA will continue to sanction teams when they surround match officials.
    Conduct in the technical area

    Behaviour by players and club staff in the technical area will be more rigorously enforced
    • The requirements of the Technical Area Code of Conduct will be more rigorously enforced for players and club staff.
    • Additionally, match officials will be required to retain professional detachment from players and club staff at all times.
    "We and our clubs have been discussing for some time concerns that certain elements of player behaviour are overstepping the mark and it is our collective position that these types of behaviour should no longer be tolerated,” Richard Scudamore, Executive Chairman, the Premier League said.

    "Things happen in the heat of the moment during fast and highly competitive football; we still want to see the passion fans enjoy and demand, but players and managers have to be aware there are lines that should not be crossed.”

    I sure hope so as a local referee 10 yrs ago I used to give yellow & red cards as these "changes" the FA want . These changes"were in the football regulations - professional refs act as if they are almost unregulated at times <doh>
    Too much money & poor referee assessors in place -and the shambolic FA of course <doh>

    Card happy grass roots level Refs are hated because of these charges, they take a hobby and turn it into a bill taking food of families mouths. Most refs from my experiance understand this and keep their cards in their pockets and run the game with their mouth. They speak with the teams before the game and let them know they're not looking to dish out cards, but will if necessary. Some of the grass roots refs are outstanding, they command respect the correct way.

    These overpaid pillocks wont have a chance. They cant keep their traps shut. 9 v 9 for the first couple of months.

    Exactly the way I referee'd - before the game I let them know what I expected and what support they could expect from me - never had much need for cards - it was intended to make the game enjoyable for them & to provide assurances that I was in charge . I looked onthe pitch as my workplace & their health and safety my concern.

    I believe grass roots football flows better because of refs like this. Games are less stop and start. You don't get free kicks for half the soft stuff you get at professional level. Cause the refs are more interested in asserting their power with whistle and cards instead of their voice and common sense.

    All very grand instructions to get our football back on fair level but enforcing it will be open to appeal. A quick way to kill being surrounded is for the captain to be given an automatic yellow. If everyone understands that from the outset then it will curb it.

    I found it quite funny that the top refs at the recent Euros were the Brits. We condemn them but Europe rates them both internationally and at ECL level.

    We had all this mumbo jumbo some years back, whereby when players disagreed with the referee and reminstrated the free kick was moved 5 or 10 yards forward, that lasted less than one full season. Players these days have no respect whatever for the officials and to a certain degree i can understand why, when referees appear not to understand the basic rules of the game. Why is it that in the game of rugby players are very reluctant to answer back or have a go at the referee. Answer there is more respect for the officials. That said, you look at most of the Premier league referees now and they are very much on the young side. I would love to know exactly how many of them have actually played the game before they found out they were absolutely pants as a player. Some (to many in my opinion) are still pants as an official

    1 weeks wage fine will be better. Some Players don't care about missing games, hit them where it hurts.

    Has to be clear cut mind, can't have them going hungry for 50/50 decisions.

    Since the advent of the PL its evident that the rules and the punishments are not equal in any shape or form compared to the grass roots ,the laws of the game applies at all levels,or rather it should, the fairness and spirit has long gone.
