We can only conclude that there is some exception for the england captain or he would be sent off every game.

I saw that bit, and it was obvious you were pissing about. I wondered if I was missing something with the other bit. I followed the link to the pdf but got bored rather quickly.
To be fair I thought this was already a rule, just not evenly enforced. I've seen people carded for being an area before. Kicking a ball away in frustration or arguing with refs occasionally get a yellow card.
