All true. But it was brought about because we couldn't cap immigration in other areas.

It was/is certainly flawed from many different angles.

They didn't invest in education to provide the opportunities to train local people, and didn't invest enough in health to create the opportunities.

The rest I agree with , as that's exactly why it was flawed as it was a sticking plaster policy that didn't tackle the root cause of the problem, and it's motives were dubious, as it was a far right appeasing policy that stood up to little scrutiny.
