He didn't. He put it in his manifesto (this one counted) and he was elected on the back of it. Do you recall that unfortunate beast called the electorate?

"A constitution is a set of fundamental principles or established precedents according to which a state or other organization is governed.[1] These rules together make up, i.e. constitute, what the entity is. When these principles are written down into a single document or set of legal documents, those documents may be said to embody a written constitution; if they are written down in a single comprehensive document, it is said to embody a codified constitution.

Constitutions concern different levels of organizations, from sovereign states to companies and unincorporated associations. A treaty which establishes an international organization is also its constitution, in that it would define how that organization is constituted. Within states, a constitution defines the principles upon which the state is based, the procedure in which laws are made and by whom. Some constitutions, especially codified constitutions, also act as limiters of state power, by establishing lines which a state's rulers cannot cross, such as fundamental rights. An example is the constitution of the United Kingdom."
I'm not going to explain to you something which would take up too much time because you seem to be severely limited in matters of knowledge.
As an adult you should know all this.

The case for a written constitution is that it would enable everyone to know what the rules and institutions were that governed and directed ministers, civil servants and parliamentarians in performing their public duties. The sprawling mass of common law, Acts of Parliament, and European treaty obligations, surrounded by a number of important but sometimes uncertain unwritten conventions, is impenetrable to most people, and needs to be replaced by a single document of basic law dictating the working and operation of government in the United Kingdom easily accessible for all. Furthermore, it has become too easy for governments to implement political and constitutional reforms to suit their own political convenience, and entrenched procedures to ensure popular and parliamentary consent are required that necessitate a written constitution. The present 'unwritten constitution' is an anachronism riddled with references to our ancient past, unsuited to the social and political democracy of the 21st century and future aspirations of its people. It fails to give primacy to the sovereignty of the people and discourages popular participation in the political process. A written constitution would circumscribe the boundaries of the British state and its relationship with Europe and the world. It would become a symbol and expression of national identity today and a source of national pride.

The lack of a mandate, so forcing a general election.

The constitution seems a bit of blurred grey area tbh...

    No one WINS <diva>

vast majority of countries have codified, written and embedded constitutions. The
UK has not. Instead, the British constitution has four principal sources – statute
law, common law, conventions and works of authority, such as those of Walter
    Bagehot and A.V. Dicey

Of course he wouldn't. Why are you bothered so much about Norway and Switzerland? They are small nations. The trade agreement with the USA doesn't mention movement of labour or the USA paying the EU a lot of money.

The only reason he called a referendum was to try and placate his own MPs who were revolting and joining UKIP. I don't recall anybody outside of the Tory party asking for a referendum. He gambled the country's future and lost.

Unless the current Gvt decides to call a GE. Only a no confidence vote can bring one about, I think.

Many other MEPs were elected by voters in England. Now you are confusing the UK with England as well.

Ever get the feeling that you've been caught in the middle of a private supremacy battle between two ****ing Old Etonians, who decided to use the UK's future as their battleground?

That could still happen. The rules as they stand are that 2/3 of MPs have to call for a vote of no confidence in the current govt and no motion of confidence passed in the following 15 days.

I have one pot of sugar left. Both my neighbours ask to borrow a pot of sugar.
One neighbour is Polish, the other is a British Muslim.

Who should I give the pot of sugar to?
