You never said 'fast' tempo, you said 'good' tempo. They're different. You definitely must've watching a different game. Maybe a repeat of one of the earlier games that day, perhaps.
You're changing to decent now? Make your mind up. There's been loads of games played at a good tempo. France vs Romania was good, as was Switzerland vs Albania. Croatia vs Turkey, Wales vs Slovakia, Belgium vs Italy, NI vs Ukraine, all have been played at a pretty good tempo, and many others have been at at least 'decent' tempo.
Since when did fast tempo invariably mean it was good? Some of the ****test games I've seen were 100mph.
the 2nd half of Belgium v Italy was slow. NI v Ukraine was decent 2nd half. what I am saying is that none of the teams involved could keep it up for the full 90 minutes. they either came out firing on all cylinders and their fitness waned or they started slowly and after a rocket up their arse from the manager during half time, things improved.

Agreed. Most people out there considered Spain and Barcelona to play the best football over the past decade - and tiki taka certainly is not 'fast' tempo.
