it's not a guess on my part, when i contacted them to tell them i dont want a licence i also told them i owned a tv but didn't use it for live/recording tv.

Yes, there are some loopholes, ie TV for DVD or some on-demand services, however, you are supposed to complete a No Licence Needed Claim otherwise they will continue to pursue you. As a last resort they can execute a search warrant.

The Government has announced that it's changing the rules soon – from autumn 2016 (exact date yet to be confirmed) you will need a licence to use BBC iPlayer, even if you're only watching catch-up TV. The license fee covers radio as well so if you're listening to the BBC it pays for that no point opening the door and saying you're blind and deaf.

Load of ****e. They buzzed our flat in Glasgow and I let them in. We couldn't get reception in the living room so only used the TV for Netflix, Playstation etc. They came in, checked it wasn't hooked up, and took us off the list using some futuristic handheld device.
