I'm sorry but it isn't. Cellino says Monk will have final say on first team affairs. That suggests someone else scouts, selects and chooses the players for him. He can then decide who plays rather than him getting the say on who he wants bought that he thinks will fit with his system and style of play. It may work as you say.
