Ibrahimovic is probably leaving PSG, so they'll be looking for a high-profile replacement. City will need to sign somebody to replace Bony and the hole that their other strikers leaving has left. Benzema might be in jail soon, I guess. Wenger might finally buy an upgrade on Giroud? There does seem to be a small crossover between sides that would be improved by Lukaku and those that fulfil his criteria. Being in the Champions League and being able to afford his fee and wages? Not a lot of teams, really.
At the minimum, a PL club who qualifies for the CL would only have to match his current wages (assuming he does not mean the standard 'I want HIGHER wages AND CL football) .

That's what "I'd like to play in the CL" means in footballese. There are a number of similar phrases that people should probably know. "I'm going to wait until the end of the season to discuss my contract", means that they're going to piss off, no matter what happens. "They're a very attractive club in a strong league", means that they've offered the longest contract on the most money. "They were my boyhood club and I've always wanted to play for them", means that they just signed a contract and need an excuse to **** off. "I never dive", is just a lie.
