You clearly did'nt see the first sentence of his statement,He said "TWO or three times" And you need to comprehend that his first sentence is related to the rest of the statement and no you have'nt ever won two or three on the bounce so therefore in his own words United are yet to be "regarded in that respect".

I think it's more of a personal thing with him. He's being a bit hard on himself and the club. 3 times although it may not seem much to you (despite the fact you've only won it 2 more times) isn't half bad. Ferguson has won 2 of those. United are already one of Europes greats, and Sir Alex is already one of european footballs great managers.
