You do have to get leave to appeal you know? You don't just tick a box and they let you have a bash. A commision has decided there are grounds that go beyond frivolous, and this is usually significant new information or an error in law in the initial case. His new evidence has to show she consented to have sex with him. Something he didn't do previously as the jury didn't convict him.
