Does anyone know what happens for the following scenarios and what stage do teams join
    (1) Spurs, Man Utd or Liverpool win Europa League and finsih outside top 4
I guess they take a champions league place with the others going to top 3, if so which 3 get to the group stage and which one qualifies.or do we get 5 spaces

    (2) Man City or Arsenal win Champions league and finish outside top 4

    (3) both 1 & 2 happen

    (1) If Spurs, Liverpool or MancPoo win the euro lge & finish out side the top 4 ? Won´t they go into the euro lge as champs & start from round 1 ? CL doesn´t come into it surly ?

    (2) Good Q. I´m thinking that as champs you qualify. I´m not sure, but found this...

Highly likely that the questioner is a Chelsea fan. ;)
There has never been an instance where a team gets relegated from their domestic league and wins the UEFA Champions League the same year. It's not impossible, nothing is in football. But it hasn't happened.
As of now, major leagues get 4 automatic spots in the UEFA CL - Spain's La Liga, Germany's Bundesliga and England's Premier League. Italy's Serie A, who have 3, are closing in on dethroning England and claiming their fourth spot due to poor performances by the English clubs in recent years. The way the system works is simple. Finish in the top 4 (top 3 for other leagues), and you're almost guaranteed of a CL qualification. The 4th placed team though, only gets to a play-off stage. In the less probable event that, a team who finished outside the automatic qualification spots, goes on to win the CL that year. the last automatic spot goes to them (because CL winners are guaranteed a CL spot). UEFA hasn't defined a specific rule for this scenario and therefore it must apply that even if the team gets relegated, they should play in the CL next year.
P.S. If you are a Chelsea fan, I don't think you should worry. As much as I'd love to see Chelsea get relegated, I don't think it'll happen. About CL qualification, Mourinho said in his presser recently that the best chance to qualify will be to win it this year. So, hope for the best.

UEFA Europa LeagueSince 2009/10 the competition has been known as the UEFA Europa League, with the group stage expanded to 48 sides playing six matches on a home-and-away format similar to the UEFA Champions League. Club Atlético de Madrid took two of the first three titles, sandwiching an FC Porto triumph, and that was followed by successes for Chelsea FC and Sevilla FC. From 2015 the winners gain entry to the following season's UEFA Champions League; Sevilla were the first to benefit with their record fourth coronation.

Looking further it seems Sevilla (finished 5th) got into group stage by winning the Europa League
Spain had 5 teams in champions league, top3 & sevilla into group stage and 4th place (Valencia) went to qualifying stage

    So to answer your questions:
    1) England will have 5 teams in the Champions League
    2) England will have 5 teams in the Champions League
    3) Top 3 go into the Champions league and 4th are in Europa

Didn't Spain have 5 teams in the Champions League this season? Barca, Real Madrid, Atletico Madrid, Sevilla and Valencia?

Yup - but since Seville got that spot by winning the Europa League, Spain did not get another club in the Europa League and only had 2 teams instead of 3 in the competition (excluding those that dropped down from Champions League).
