It's possible Howerd did use the phrase - comedy writers often stole other writers' work.

 

I'm fairly sure he did, in Up Pompeii, but Google seems confused about that one.

 

Quite possibly. Carry on Cleo and Up Pompeii were both written by Talbot Rothwell. So he wasn't even stealing another writer's work. Just reusing his own.

 

Come to think of it, I didn't even see many Carry On films. One or two were enough!

Maybe but Kenneth Williams used it a few times on Carry on Films.
