More to do with the poorly maintained drains and (especially) all the ditches that have been built over and replaced with pipes. The water had no where to go and quickly overwhelmed the limited entry points to the piped system. Pipes are never as good as open drains/ditches.

How many people in any city are going to be out on the lash on Wednesday 6 January? Christ, I bet even Hugh Hefner's gaff was quiet that night.
We will be cannon fodder for anyone with this type of article and I would suspect it will only intensify as we get nearer 2017. And, unfortunately, anyone who has never been near Hull but was contemplating visiting during 2017 may be discouraged after reading such drivel.
A year to the COC though and in my opinion , there is nothing to do in Hull that is unique At a push the Deep & Hull Truck , but Off the cuff things to do/visit ?? Thankfully York is 40mins away and Spurn similar in the other direction ,and going In a diverted route thru South Dalton and Bishop Wilton will get you through the counties only interesting other features . I suppose in its mundane one thing we have in this city is ,its very safe compared to almost anywhere else.
So he visits a City and chooses not to do any of the activities or sight seeing recommended by rough guides. Some people really do not like the fact the city is on the up.
