If he had simply said Bowie was ****e that would be his opinion, he said that its "Overrated" ****e, in other words people who like Bowie are wrong. I don't care much for Bob Dylan but only a cretin would deny his influence on music.
You could still say he was overrated though. It wouldn't be denying his influence. I think Bowie was overrated, but that's just my opinion. I'm not saying you're wrong for liking him, only that the general opinion of him is higher than deserved.
I don't see how opinion of him is higher than deserved, Bowie was and is a massive influence on numerous bands/singers, I can't actually think of many singers who were more influential. I don't care much for his post 80s stuff but his output in the 60s and 70s was phenomenal. That's what built his worldwide status as an icon both musically and culturally .
