The early indications are that this is likely to have been from people who claim to be Muslims. Personally I'm not convinced that this is the case. I can see how people who genuinely believe that they are Jihadi fighters might see the likes of London and Washington as legitimate targets for military reasons, or why they might go after Amsterdam or Copenhagen due to the anti-Islamic things to have come out of those places (provocative documentaries and cartoons respectively). I'm really at a loss as to why they would go for Oslo.
