It's not about technique, some players have the ability to transcend their inner feelings into an instrument, Gary Moore had that. Kirk Hammet of Metallica actually own that guitar Gary Moore is playing here now. Gary Moore was Kirk Hammets idol, there are a couple of Metallicas greatest songs where the licks are inspired by Gary's playing.
