Penalties are given for handbal... People still handball it. Yellow cards are given for diving... People still five. If it's done consistently for a season I believe it'll stop but it'll have to be every game all season and every occurance, other wise second it isn't then all hell breaks lose. Kids do bad things, get told off, does that stop them? No.... They keep doing it and doing it.... It's human nature, if you've defended that way for 20 years, will take More than 2 or 3 games to stop.
Because the punishment isn't a deterrent. Do you seriously believe managers, clubs and fans would accept their team giving away needless penalties over and over again? A yellow card for diving is ****. The chance of winning a game far outweighs the punishment.
So why do people hand ball it? I dont ont diagree that over enough time it would eradicate it, but it would take more than 1 or 2 games. It's a habit, habits take long time to change.
Do people intentionally handle it? Only time we see that is on the goal line when a goal is inevitable. I know the rule says intentional but I don't believe that's the best word to use. Very few intend to handle the ball.

Utter bollocks. If referees started pointing at the spot for it consistently for a month, it'd disappear. It's not merely 'habit' it's players seeking to gain an advantage over their opponent.
Some players it's part of their natural game... Skrtel and lots of Italian defended are brought up that way. You reckon they'd just stop doing what comes naturally to them after a couple of games. I still believe it would take some players (not all) a good few months before you started seeing them not do it at every corner.
It would become clear that it's the dirty little strikers doing all the pulling and then we would have clamp down on them.
