Could be hydra? Then again, I think anything bad happening is hydra, SPECTRE, cobra command or Cyberdyne. False flag operations to control the globe or to influence international politics. Isil/Isis say anything to appear more powerful than they actually are. I'd bet they are "homegrown" terrorists, which in a way is worse. Anyone can take up the idea that they are representing Isis, how do you beat that? Putting boots on the ground makes the west look like the aggressor again. Air strikes inevitably hit the wrong people occasionally and generally cause further upheaval and more extremists. Controlling communications/upping surveillance is a threat to civil liberties. I have no idea what I'd do.
