I'd like to think this is more of a "let's have a look at a young'un while we're playing friendlies" call-up, rather than one based entirely on merit. Otherwise it does seem rather hasty to leapfrog him over more deserving candidates.
Not as bad as Phil 'played 45 minutes all season for Man Utd' Jones getting called up. Nathan Redmond should've been called up, but he plays for Norwich, so no chance there.

People used to whinge that we'd always just call up the same old guard, calling for youngsters to have a go. Now people whinge that we call up promising youngsters that 'haven't done much. Whatever an England manager does the same people will whinge.
I prefer to play the strongest team. Loss of form, suspensions and injuries tends to give other players a chance. If you are going to rest a player and play somebody else then only do it for one or two at the most so that they are a fair chance of help from more experienced players around them. I was quite pleased with the team on Friday.
I will watch us in the Euros as I will watch all the matches but I've given up on us for a while now, they should have changed Hodgson after the last tournament. I know we would probably struggle no matter who is in charge but with Hodgson there is no hope at all. I think calling up Dier is on a par with Lingaard, maybe England players in a few years but nowhere near now and shouldn't be in the squads.

Interesting question. God knows, wouldn't be surprised if they paid for themselves. I don't think he'll be losing out on much money if he is paying for himself either, he'll have it back quickly enough.
Flights to Antigua are about £350, as a development squad member I can't imagine he's on that much money. Plus it's a ****ing long way to go to play for a country that are really, really **** at football. Says the man who follows the Faroes.
