What does it say?
 
The Headline is just a hook, the body of text says they don't think there is a shift, only you monkey boy <ok>
 
The difference is in the use of the word "signs" in the headline, and the use of the expression "emphatic belief" in the article. Whilst it is too soon to give credence to those who believe emphatically that there has been a shift, it is clear that there are signs.

The argument (for which I have been so effectively a conduit this past 12 months) is that there are signs of a power-shift. The headline confirms exactly what I have been saying, all this time, and it confirms that you have been "owned."

Just accept that fact. People would have more respect for you.

I've read both. "Signs" is not the same thing as "emphatic belief."

I don't know if your are being purposely obtuse, or if it's a ****witted defence-mechanism to save you from the biggest "owning" this site has ever seen? Which one is it?

To summarize more accurately, The Evening Standard, whilst not going so far as those who have an "emphatic belief" that there is a North London Power-Shift, do believe that there are signs.
