It wouldn't surprise me. When you see how stupid large numbers of people are the tone of the letters they send out would scare people into getting it. Remember as well, % is instantly helped by any house with an old codger in it getting a free licence. The amount of people who wrongly think you need one just to have a TV in your house or to watch things on iplayer is quite surprising.
