You are correct but the FIA's own report in to the cause of Jules Bianchi's crash recommended races be scheduled outside of a countries rainy/hurricane season. Technically it's the FIA who agree the proposed race program after Bernie proposes it. So yes Bernie tells the FIA when the races are but if the FIA don't follow their own safety report and someone is injured, god forbid, they don't have a leg to stand on.
Yeah, without the cars being able to go flat out, the Honda deficit should be masked better. Over 3s off in Q2 doesn't suggest that the chassis is anything other than average. Is clear both parties need to sort themselves out for next year.
