I would welcome it!!! It wouldn't effect the flow of the game at all and would make for some good hawkeye style replays. Although some controversy is good for the game.

Now I'm thinking more that it's a PR exercise for FIFA than because of the Dispatches thing. They must've been planning it before the show aired and they'll be mad keen to show they're changing in any way that doesn't involve their governance itself. I wouldn't be surprised if there's a rule change allowing players to take their shirts off.
