I took the effort of actually finding out by googling. It says in article 18.07 of 'Regulations of Uefa Champions league' manual: 18.07 As a rule, a player may not play in a UEFA club competition (i.e. UEFA Champions League and UEFA Europa League, but not UEFA Super Cup) for more than one club in the course of the same season. Exceptionally, however, a player who has been fielded in the first, second, third qualifying round or the play-offs of the UEFA Champions League or UEFA Europa League is entitled to play in the UEFA Champions League or UEFA Europa League for another club as from the group stage.

Every season we sign a player who is supposedly "almost" about to sign for Everton - Rodriguez and Tadic stand out as two who Everton were going to swoop for in the last seconds of the transfer. I think Everton are the go to club for agents to scare a little bit more money out of us, they're probably the closest club to us in terms of transfer fees and pulling power in the league.
That is probably true. But also, it's probably true that Everton actually are interested in many of the same players we are. As you said, Everton are similar to us in stature so naturally players that look good to us will also appeal to them.
I'm always dubious of SPL signings but then again we haven't done too badly with Forster, Wanyama and Davis have we? Let's hope for the best!
