It has, effectively, been abolished for certain types of developments, and has been replaced with something simpler.

You will appreciate, I hope, Schteeve, that this isn't really the place to get technical with these kinds of things. If you want me, for example, to explain to you what a mortgage is, and how it operates (in law) as a re-transference of the property to the mortgagee, which is why a mortgagee has to apply for "re-possession" of the property; or if you would like me to explain the difference between a lock-out agreement and an option to purchase; or if you would like me to summarize the contents of a promotion agreement - all in order to prove to you - someone I don't know and have absolutely no intention of ever getting to know - on an anonymous football chat site, that I know something about land development law, I could do that. But, fffs! what would be the ultimate point?

There were some significant amendments to the Town and Country Planning (Modification and Discharge of Planning Obligations) Regulations 1992, in 2013 and again in April 2015, Schteeve. If you are interested, I suggest you look at those.
