If they had had horses to eat, dogs would not have been on the menu There has been 6 or 7 famines in China in the 1900s alone mate including the whole of China in famine in the 60s let alone the starvation during WWII and the japanese invasion.
But not in the present though, and that was his point. Necessity may have normalised the practice in some areas, but this festival isn't about necessity. The stories of how the dogs are killed in a heightened state of fear to supposedly improve the flavour is a barbaric practice and nothing to do with famine.

In the Congo a few folk can group their cash and buy a dog to eat.
