You're forgetting about what's called the Laffer curve. It's based around taxes the the same thing applies. The higher a price gets the more proe opt out so the revenue is lowered not increased by raising prices. Revenue streams are far more reliable if we added 10000 seats but dropped ticket prices.
Also saying that it would take us four years to pay off the expenditure is rather a short-term way of looking at things. Four years is no time at all in business terms, especially when we have a guarantee of at least four years of Premiership money (including parachute payments). It took Arsenal five years or so to pay off the cost of building the Emirates, and now they have they are one of the most financially secure football clubs on the planet
I will be disappointed if the Jerrold second tier is not started in the close season. In less than a year in other words. They must have all the plans and costs in place surely. Just a case of getting Carter's, our builders of preference, to organise the material supply and delivery. But do the demolish the City stand and start rebuilding at the same time? I think we go back to the argument that the money is best invested in the football. At least for a while.
Something needs to be worked out, the City stand is a bit of joke for a main front facing stand you'd expect something a bit grander but I suppose it was adequate for when it was built. The problem is the road access and Koblenz 'Angry Car ****er' Avenue, if we could sort that one out I don't think it would be a problem, but in my opinion this is the stand which needs to be developed. Even though I slag off modern stadiums, I was immensely envious of Wembley, in the second tier area it was like standing in a really spacious airport lounge, still I would never leave Carrow Road though.
So the NDR has got the go ahead and you can bet your bottom dollar that there will now be a lot more housing developments because of this. The population of Norfolk is going to be even greater now with a lot more football fans, perhaps we are going to need a new 40k+ stadium after all
The effect of that will take many many years to even start. All those moving into the region will likely already have other football affiliations. The next generation could see a start of Canary fans being created.

I still think we should definitely be looking to redevelop rather than move. To ease congestion though we should look to another of the local features and have a park and row on the river.
