    2 points.

    1) They weren't rescued after they called the police at all, because whether they'd called the police or not that's when she would have returned to the car.

    2) The passer by was so worried about their safety that they phoned the police and then left the kids in the dangerous conditions in the car. If they were that worried it wasn't safe that they felt the need to phone the police they effectively decided that they'd rather be right and the three kids die, than take the risk that they might be wrong and have to pay for a new window for the car.

    Kids sure are coddled these days. They probably expect air conditioning, too.
