The parents are culpable just for leaving the children alone, and should be prosecuted for that reason, if you left your child alone for hours at a time just to have a beer or three then you would be prosecuted. There have been many cases that parents have lost custody and fined, even been given prison time for neglect, but hey these guys were smarter than the Portuguese police, and fine upstanding citizens. The injustice in this is so blatant It makes me weep. Some are more equal than other's.

I doubt It Pud, Butlins used to encourage people to leave their kids in the chalets, they had a chalet patrol and at the various clubs they would have a big sign that flashed saying "Child Crying in Chalet 10".
